Putin Calls for Transitional Administration in Ukraine Amid U.S. Shift

Russian President Vladimir Putin has proposed setting up a "transitional administration" in Ukraine, doubling down on his military’s goal of removing Ukrainian forces. His comments come as U.S. President Donald Trump pushes for a ceasefire, hinting at a possible shift in Washington’s approach to the war.

 

Since Trump returned to office, relations between the U.S. and Russia have improved, and his warnings about cutting support for Kyiv seem to have emboldened Putin more than three years into the conflict.

Putin’s renewed push to oust Ukrainian President Volodymyr Zelensky reflects his long-standing ambition to install a pro-Moscow government in Kyiv. Zelensky quickly dismissed the proposal, calling it a strategic ploy to stall peace negotiations.

Speaking at an Arctic forum on Friday, Putin suggested that Russia could work with the U.S., Europe, and its allies—under UN supervision—to discuss forming a temporary governing body in Ukraine.

"The goal is to organize democratic presidential elections, bring a competent government to power—one that has the trust of the people—and start peace talks with legitimate authorities," Putin said.

Russia initially aimed to capture Kyiv within days of its 2022 invasion but faced fierce resistance from Ukraine’s military. Now, Putin is openly urging Ukraine’s generals to remove Zelensky, continuing to claim—without evidence—that the Ukrainian leader is a neo-Nazi and drug addict.

The Kremlin has also questioned Zelensky’s legitimacy, as his first five-year term ended in May 2024. However, under Ukrainian law, elections are paused during wartime. Even Zelensky’s domestic opponents agree that voting should wait until hostilities subside.

Despite leading Russia for 25 years and overseeing elections widely criticized for lacking fair competition, Putin continues to accuse Ukraine of failing to uphold democratic principles.
