Opposition Calls for ACC Investigation into Alleged ESP Loan Corruption

Thimphu, September 10, 2025 – The Opposition Party has formally called on the Anti-Corruption Commission (ACC) to launch an independent and thorough investigation into alleged irregularities in the disbursement of loans under Bhutan’s Economic Stimulus Program (ESP).
The move follows widely circulated social media posts accusing prominent figures linked to the People’s Democratic Party (PDP) of misusing ESP loans through political favoritism, conflicts of interest, and possible abuse of power. The allegations suggest that large sums of ESP loans, routed through the Bhutan Development Bank Limited (BDBL), were sanctioned to already established businesses and politically connected individuals while genuine entrepreneurs were denied access.

According to the circulated reports:

  • Nu. 98 million was sanctioned for M/s Farm Feed Project in Tsirang.

  • Nu. 90 million was sanctioned for a Polythene Pipe Factory in Thimphu.

  • Nu. 50 million was allegedly approved for a bricks project linked to a relative of former Prime Minister Tshering Tobgay.

  • Nu. 60 million was sanctioned for T & K Pvt. Ltd., a company accused of funding PDP during elections.

The Opposition Leader, Dasho Pema Chewang, in a formal letter to the ACC, stressed the seriousness of the allegations, highlighting the high stakes for Bhutan’s economic recovery. He urged the Commission to act with urgency and transparency, noting that the claims—though originating from an anonymous source—carry weight due to public concern.

The Opposition Party requested the ACC to:

  1. Examine the criteria and processes used in disbursing ESP loans worth Nu. 3.3 billion.

  2. Investigate any conflicts of interest, favoritism, or deviations from financial protocols.

  3. Assess possible abuse of authority and corruption in the utilization of public funds.

Dasho Pema Chewang stated, “A clear and impartial inquiry will either ensure accountability if wrongdoing is found, or restore public confidence in the integrity of national programs if the allegations are unfounded.”


The ACC has yet to issue an official response.
